外国政府贷款的定义：

外国政府贷款是由出口国政府为支持本国产品出口，向进口国提供的优惠贷款。

Foreign government loans are preferential loans provided by the governments of exporting countries to importing countries, in order to support the export of domestic products.

外国政府贷款的特点：

－属主权外债，由借款人偿还。

It is a sovereign foreign debt that is repaid by the borrower.

－贷款期限长，利率低，但对本国成分（提供设备和服务的比例）有一定要求。Long loan term and low interest rate, but there are certain requirements for domestic parts (proportion of equipment and services provided).

－审批及周期：审批时间较商业贷款稍长，一般来讲，条件越优惠的贷款外方审批程序越复杂，周期越长。

Approval and cycle: The approval time is slightly longer than that of commercial loans. Generally speaking, the more complicated the approval process for foreign loans, the longer the cycle.

外国政府贷款的优势：

－贷款期限长:　还款期一般可达10年以上，大大降低了项目单位的还款压力。Long loan term: The repayment period can generally reach more than 10 years, which greatly reduces the repayment pressure of the project unit.

－低利率、低费用:　政府贷款利率低于一般商业贷款，贷款承诺费、管理费、信贷保险费低。

Low interest rates and low expenses: The interest rate of government loans is lower than general commercial loans, and the loan commitment fee, management fee, and credit insurance fee are low.

－中国政府部门支持利用外国政府贷款，经审查同意可由政府部门提供担保。Chinese government departments support the use of foreign government loans, and after review and approval, government departments can provide guarantees.

－免税因素：利用外国政府贷款引进国外先进设备，享受免征进口关税和进口环节增值税的待遇，大大降低了项目的财务成本。

Tax exemption factor: utilizing foreign government loans to introduce advanced foreign equipment, the borrower will enjoy the treatment of exempting import tariffs and import value-added tax, which has greatly reduced the financial cost of the project.

外国政府贷款的分类：

第一类项目：指省级财政部门作为借款人，并承担最终还款责任的项目。银行作为财务代理，不对项目进行评估，不改变项目的转贷条件。

The first type of project:   the provincial financial department acts as the borrower and assumes the responsibility of final repayment. As a financial agent, the bank does not evaluate the project and does not change the project's refinancing conditions.

第二类项目：指项目单位作为借款人，并承担还款责任，省级财政部门提供还款保证、承担担保责任的项目。银行作为转贷银行，原则上不对项目进行评估。

The second type of projects:   the project unit acts as the borrower and assumes repayment responsibilities. Provincial financial departments provide repayment guarantees and assume guarantee responsibilities. As a refinancing bank, the bank does not evaluate the project in principle.

第三类项目：指项目单位作为借款人，并承担还款责任，银行作为对外最终还款人的项目。银行对项目进行独立评估，自主决定是否转贷，并承担最终还款责任。

The third type of project:   the project unit acts as the borrower and assumes the responsibility for repayment. The bank serves as the final external repayer. The bank independently evaluates the project, decides whether to refinance, and assumes the responsibility of final repayment.

1、申请列入备选项目规划

Application for inclusion in alternative project planning

申报外国政府贷款项目首先要满足以下两个条件：一、有关各级发展改革部门同意利用外国政府贷款建设项目；二、有关各级财政部门同意为外国政府贷款项目提供担保。具备了这两个前提条件后，由项目单位编制《项目材料》，向项目所在地发展改革部门提出书面申请，请求列入国家发展改革委外国政府贷款备选项目规划。

Two conditions to apply for a foreign government loan project:

1) Development and reform departments at all levels agree to use foreign government loans for construction projects;

2) Financial departments at all levels agree to provide guarantees for foreign government loan projects.

Having met these two prerequisites, the project unit shall prepare the Project Materials, submit a written application to the development and reform department of the project location, and request to be included in the National Development and Reform Commission's foreign government loan alternative project plan.

2、申请列入备选项目清单

Application for inclusion in the list of alternative projects

项目列入国家发改委备选项目规划后，项目单位向项目所在地财政部门提出书面申请，要求列入财政部外国政府贷款备选项目清单。

After the project is listed in the National Development and Reform Commission's alternative project planning, the project unit will submit a written application to the financial department where the project is located, requesting that it be included in the list of foreign government loan alternative projects of the Ministry of Finance.

3、审批可研，选择转贷银行和代理公司

Examine and approve the feasibility study, and select sub-loan banks and agency companies

列入备选项目清单后，省财政厅组织项目单位选择转贷银行和进口设备代理公司。与此同时，项目单位编制《项目可行性研究报告》，报发展改革部门审批。

After the project is included in the list of alternative projects, the Provincial Department of Finance organized the project unit to select a refinancing bank and an import equipment agency. At the same time, the project unit compiles the Project Feasibility Study Report and submits it to the development and reform department for approval.

4、对外提出

Proposed externally

对列入备选项目清单并且批复可研的项目，财政部适时提交外国政府贷款审批机构。

For projects included in the list of alternative projects and approved for feasibility study, the Ministry of Finance shall submit to the loan approval agencies of foreign governments in a timely manner.
